摘 要
新型城镇化的进程日益加快,我国从宏观规划层面对配电网规划提出了新的要求。配电网规划是电网建设重要的前期工作,直接影响到未来的电网投资、经济运行与电网可靠性,对整个电网建设有着非常重要的意义。传统的配电网规划只是一种概念型规划,通过数理逻辑模型进行规划与评价,缺乏与城市实际空间的有效衔接 [1] 。此外,传统电网规划主要考虑经济技术的指标,而缺乏对人为活动、业态密度等要素的考虑;并且缺乏对电力网络的邻避效应等问题的考虑,造成实际建设中的许多问题。因此,需要提出一种考虑城镇化发展时空维度的配电网规划方法,能够实现电力设施布局与城市环境的协调统一,实现输配电通道与市政公共设施的协调统一,为配电网规划纳入城市规划及土地规划提供技术支持和科学依据,有效促进城镇化推进过程中配电网与城乡规划的统筹协调。
本文首先详细介绍了新型城镇化的概念,并分析了我国城镇化发展现状,由此引出城市总体规划与配电网规划之间的相互影响。本文提出了一种综合考虑城市整体效益最优和供电均衡性的配电网规划方法,基于城市规划地理信息,考虑电力设施布局对城市规划整体的影响因子,并对各类因子进行量化,并基于此进行电力优化布局优化。由此建立多目标优化模型,并通过仿真算例演示了考虑城镇化发展时空维度的最优规划方案。

A Distribution Network Planning Method Considering the Spatial and Temporal Dimensions of Urbanization
Abstract
With the new-type urbanization process, the government from the macro-planning level of the distribution network planning put forward new requirements. Distribution network planning is an important pre-work of power grid construction, a direct impact on the future of grid investment, economic operation and power grid reliability, the entire power grid construction has a very important significance. The traditional distribution network planning is only a conceptual planning, through the mathematical logic model for planning and evaluation, the lack of effective interaction with the actual city space. In addition, the traditional power grid planning to consider the main economic and technological indicators, and the lack of human activities, density and other factors to consider; and the lack of power network proximity effects and other issues, resulting in many problems in the actual construction. Therefore, it is necessary to propose a distribution network planning method considering the spatial and temporal dimensions of urbanization, which can realize the harmonization of the layout of the power facilities and the urban environment and realize the harmonization of the transmission and distribution channels and the municipal public facilities, Urban planning and land-using planning to provide technical and scientific support in the process of distribution network and urban and rural planning co-ordination for the effective promotion of urbanization.
This paper first introduces the concept of new-type urbanization, then analyzes the present progress of urbanization in PRC, which leads to the interaction between urban master planning and distribution network planning. This paper presents a distribution network planning method which takes into account the overall efficiency of the city and the balance of power supply. Based on the urban planning geographic information, the influence factors of the power plant layout on the overall urban planning are taken into account, and the various factors are quantified. Based on this optimization of power optimization. The multi - objective optimization model is established, and the optimal planning scheme considering the spatial and temporal dimensions of urbanization is demonstrated through simulation examples.
