with the development of social economy and the continuous improvement of people's living standard, people's quality requirements and demand for transportation are also increasing, so the green and low carbon development mode has become the trend of global economy and industry development. traditional fuel vehicles rely on petroleum fuel and are one of the main sources of air pollution.[1]countries around the world are vigorously promoting the process of low-carbon transport, and many countries around the world have issued a timetable for the shutdown of fuel vehicles, which will not be available for sale in some developed countries after 2040.[2]although the development of electric vehicles in china has lagged behind that of developed countries, in recent years the ministry of industry and information technology has also responded positively to the call.the ministry of industry and information technology, in august 2019, issued the "reply to the recommendation no.7936 of the second session of the thirteenth national people's congress ", pointed out that in the future, it will take measures according to local conditions and give support to the development of urban public transport taxi substitution and the establishment of fuel car ban zones in the field. according to the current conference of economic development, china has put forward new targets to keep the total energy consumption below 5 billion tons of standard coal.[4]in order to alleviate the serious environmental pollution problems, the advantages of zero emission and low noise of electric vehicles make it a good alternative. the government attaches great importance to the development of the new energy automobile industry, and has successively introduced all-round incentive policies, ranging from government subsidies for r d links, double points for production links, to financial subsidies for consumption links, tax relief, and the unlimited purchase restrictions for use links, and charging concessions on the operation side, which almost cover the entire life cycle of new energy vehicles.
