1. 研究目的与意义（文献综述）

existing researches analysis:

ever since the 1970s, the studies on translation of political texts have been on the rise. but studies on english versions of chinese government white papers are comparatively scarce(牛丽娜，2016). however, the english versions have been played a significant role when they comes to establishing a positive state image. therefore in recent years, a bunch of researches on the english versions of chinese government white papers have been launched from different theories, such as liu kunzhuo(2019) studies through the skopos theory, li mingfei(2015) studies through the functional equivalence theory.

however, the analysis of existing researches reveals that domestic researches are rarely based on the toury' s norm theory. since the english versions of chinese government white papers are attached with such importance, a detailed and thorough study of translation principles from the perspective of gideon toury' s norm theory becomes the indispensable part of the whole study.
