1. 研究目的与意义
一、研究背景
1、时代背景
近年来，我国的老龄化越来越严重。国家统计局发布的数据显示，截止到2018年底，我国65岁以上的老年人口达到16658万人，占年末总人口比重的11.94%，并且近十年来呈逐年上升趋势。2016年，全国老龄办、民政部发布了第四次中国城乡老年人生活状况的抽样调查结果，其中显示，我国失能、半失能老年人大约4063万人，占老年人口的18.3%。“医养结合”是人口老龄化背景下对传统的养老模式进行延伸和发展的一种具有创新性的养老服务方式。当前，医养结合养老服务方式在一些护理院、养老院和社区中都有充分的体现，但是由于这种养老服务正式提出仅六年之久，在实践上还存在一定的不足和非常大提升空间。因此，本文把医养结合养老服务作为选题切入点，以人口老龄化较为严重且养老服务发展较为成熟的苏州市为调查范围，来进行整个课题的研究。
2. 研究内容和预期目标
一、研究内容在预调研的基础上，选定了6家养老机构作为研究对象，对入住老人、家人、工作人员、服务项目做调查，从供给和需求两个角度，深入养老机构，实地调查、走访和观察，通过定性和定量分析来探讨医养结合养老服务的发展现状，构建医养结合养老服务质量评价体系，为医养结合服务质量评价和分析提供依据。根据调查结论和分析结果，为解决养老服务缺口、完善养老机构医养结合服务提出优化建议。
二、预期目标
构建适用于养老机构的医养结合服务质量评价体系。根据利益相关者理论，把医养结合服务的评价主体分为三个主体，即老人、机构和政府。在对苏州市机构“医养结合”养老服务的发展成效进行评估的基础上，剖析医养结合发展的难点和加强点。医养结合养老服务成效评价体系的构建和服务成效调查是本文的研究重点。本文站在利益相关者的角度进行问卷调查与访谈，从问题缘起、实践偏差、破解之路角度对问题进行分析，解决研究中的重点问题。深入调查医养结合养老服务各方面的问题，加强理论依据的搜寻与适用，在理论与实践相结合的基础上分析问题并提出建设性意见。
